The Council for the Development of Cambodia (CDC) has released its official investment report for November 2025, highlighting a significant surge in registered projects and capital investment compared to the previous year.
November 2025 Overview
In November 2025 alone, the Cambodian Investment Board (CIB) of the CDC registered 34 investment projects with a total capital investment of approximately $262 million USD. These projects are expected to generate approximately 24,000 job opportunities.

- – Outside Special Economic Zones (SEZ): 22 projects with an investment capital of approximately $196 million USD.
- – Inside Special Economic Zones (SEZ): 12 projects with an investment capital of approximately $66 million USD.

Outside SEZs:
- – Agro-Processing & Food: An investment of $31 million in Samaki Meanchey District, Kampong Speu Province, creating 675 jobs.
- – Animal Feed Production: An investment of $25 million in Samaki Meanchey District, Kampong Speu Province.
- – Dry Port Development: An infrastructure project worth $20 million in Kamchay Mear District, Prey Veng Province.
Inside SEZs:
- – Industrial Manufacturing: A factory producing cranes and various steel products located in the Sihanoukville Port SEZ, with an investment of $25 million.
11-Month Growth (January – November 2025)
The first 11 months of 2025 have shown robust growth compared to the same period in 2024.
- Total Projects: The CDC registered 609 projects, a substantial increase of 220 projects (approx. 57% increase) compared to the 389 projects registered in the first 11 months of 2024.
- Total Capital: The total investment capital reached $9.5 billion USD, an increase of approximately $3 billion USD (approx. 47% increase) compared to $6.5 billion USD in 2024.
- Total Job Creation: These projects are estimated to create roughly 426,000 jobs.
Key Insight: The number of projects registered in just the first 11 months of 2025 has already exceeded the total number of projects registered for the entire year of 2024 by 195 projects.
